Treating anywhere in the body gives a 2-5% nerve regeneration rate. Treating on the injected area gives a 99% regeneration rate. So, the answer is yes and no. If a tail has been nerved for showing purposes, it is up to the owner to weigh the benefits with the regeneration rate in mind. If your horse has undergone a neurectomy surgery to stop pain in an area, it is probably best to weigh the benefits with your vet and avoid treating the specific area that was "nerved".
No. At this point in time, not enough research has been done on pregnant mares to comfortably allow them to be treated.
